Build Summary

Arc Lash is a fast paced basic skill build that requires no mana aspects or affixes. With Raiment and Teleport Enchant you will constantly be evading and grouping enemies together and slashing at stunned packs. This build utilizes Paingorger's gloves with a hard casted Blizzard to apply a mark, allowing our Arc Lash basic skill casts to echo damage onto enemies close and far. With the Hectic aspect we have good uptime on our cooldowns, and permanent uptime on our unstable currents with Flickersteps. Teen slashers are back, and I know what you did last summer.

• When you get Harlequin, just slap it on • Dev Blaze > Conj Mastery > Glass cannon > Hoarfrost = Defensives • Max Life and Intelligence are interchangeable based on preference • Wand vs Dagger isn't a big deal, whatever has the better roll • Lightning Damage is taken over dmg to close, because Lightning damage scales paingorgers • Lucky hit shadow or poison on wand/dagger. whatever you hit first

Build Notes

Gameplay Loop
  1. Pre Cast Blizzard where you plan on clumping enemies to proc paingorgers
  2. Evade your heart out to get 30% DR from teleport and clump enemies with Raiment pulls
  3. Slash away
  4. Unstable Currents all of the time
  5. Use Defensives as needed
  6. Use Flame shield as an engage or to sit and face tank
How It Works

Arc Lash is still alive and well and sitting comfortably in S tier, albeit behind Blizzard which is really S+

They removed the ability for enchantments such as firebolt enchant to proc the paingorgers mark unfortunately. As a result the build needs to run a hard casted skill. My personal choice is blizzard as it has a large area of affect and enables us to eek some extra damage out of mystical ice armor and the hoarfrost passive. When blizzard finally freezes a pack it can help you get over the hump to nuking the whole pack before they go unstoppable.

The core of the build is the Raiment chest that provides a stun and groups enemies upon teleport, or evading with teleport enchant. Teleport also gives us 30% All Damage Reduction basically permanently. We combine this with firebolt enchant to utilize the flamefeeder glyph and devouring blaze passive to balance out our single target damage.

You should be able to get pretty high crit chance as this build runs a wand/dagger focus setup. Aim to hit 100% attack speed from affixes, moonrise will give us the remaining 20%. Just make sure to get Lucky hit poison or shadow on one your Weapon Temper slots to max out our Tal Rasha at 4 stacks for 1.6[x] damage. Take blizzard size for the other to help mark enemies in a larger area.

With Flickerstep Boots we achieve 100% uptime on unstable currents which boosts our attack speed above 100% to 125%. In addition it helps generate shock skills to provide us with crackling energy for the charged glyph. Unstable Currents will also make lightning spears which are our only source of vulnerability.

All in all, I was smashing Pit 200 on the PTR with this build. I am happy to see it shine and I really like this iteration. I tried it as a hybrid with gravitational and Ball Lightning as the paingorger proc, but I went back to this Blizzard variant and preferred it. I also tried Winterglass Frozen Orb, but I found I lost a lot of single target damage. It was really good for mobbing if you ran shatter in the winterglass setup, but single target suffered due to the loss of Devouring Blaze and a 1.45[x] storm swell amulet.

You will want to stack Lightning damage over damage to close. The Paingorger's echo is finnicky to scale, but don't worry I figured that out for you.
